Nesma & Partners and Saur sign MoU to jointly pursue a strategic recycled water infrastructure opportunity in Riyadh

Monday, 24 August 2026

The agreement, which supports the ‘Saudi Vision 2030’ goals, was formalized during the official French-Saudi Investment Roundtable Meeting in Paris

France, Paris, 24 August 2026: Saur Saudi Arabia, a part of global water solutions leader Saur, signed a Memorandum of Understanding (MoU) with Nesma & Partners, a leading Saudi engineering and construction company, to collaborate on a strategic water infrastructure opportunity supporting Saudi Vision 2030.

The agreement was formalized during the French-Saudi Investment Roundtable Meeting, held in the presence of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia and President Emmanuel Macron of the French Republic. The MoU expands upon the strategic partnership established between the two entities in September 2025.

As part of the collaboration, the companies will jointly pursue a strategic recycled water infrastructure opportunity that will support sustainability objectives and prepare the next phase of the tender process.

The MoU further highlights the broader ambition shared by Saur and Nesma & Partners to strengthen Saudi Arabia’s water and infrastructure landscape. As a result, their areas of potential collaboration extend beyond this opportunity ito include municipal and industrial infrastructure, engineering, procurement and construction (EPC) projects, operations and maintenance (O&M) services, water reuse, digital water solutions, as well as industrial water applications.

The partnership coincides with the Kingdom’s ongoing transformation, driven by the national vision to strengthen the resilience, efficiency, and sustainability of water resources. As water security, wastewater management, water reuse, resource optimisation, and innovation become increasingly critical for the nation’s long-term growth, there is a need for strategic partnerships that support the development of integrated, sustainable water solutions catering to the Kingdom’s infrastructure ambitions.

In keeping with this, the collaboration empowers Saur to combine its specialised international expertise in water and wastewater management with Nesma & Partners’ strong understanding of the Saudi market, local execution capabilities, and experience in delivering complex infrastructure projects in the Kingdom. The aim is to develop solutions that are technically robust, locally relevant, and consistent with Saudi Arabia’s long-term infrastructure priorities.

Patrick Blethon, Executive Chairman of Saur Group, said: "We are proud to strengthen our partnership with Nesma & Partners, a leading Saudi company that shares our commitment to excellence and long-term impact. This Memorandum of Understanding marks a new step in our partnership and reflects our shared ambition to contribute to one of the Kingdom’s landmark projects. By combining local strength and international water expertise, we remain committed to helping build resilient and sustainable infrastructure that supports Saudi Arabia’s Vision 2030 and the prosperity of future generations."

Commenting on the agreement, Samer Abdul Samad, President & CEO of Nesma & Partners, added: “This MoU marks an important step in our relationship with Saur and our long-standing efforts to broaden our contributions to the Kingdom’s water infrastructure sector. We value the opportunity to work alongside a partner with strong expertise in this field, building upon the relationship we established last year. We look forward to developing this collaboration further and pursuing opportunities that can contribute to the Kingdom’s long-term development.”

Notably, the agreement being formalised during the French-Saudi Investment Roundtable Meeting highlights the continued growth in economic ties between France and Saudi Arabia. The strategic alliance further reinforces Saur’s long-term commitment to supporting the Kingdom’s national transformation agenda as a pure player in water and essential services. Through Saur Saudi Arabia, the Group continues to explore partnerships and opportunities that can support the development of resilient, sustainable, and innovative water infrastructure solutions while strengthening local capabilities.
